        Dear Editor:

        It was recently reported in global media as a hot issue that Japan, Taiwan and China are embroiled in a confrontation over the Diaoyutai Islands in the East China Sea. The historical fact is that the Diaoyutai Islands were returned to the ROC along with Taiwan, based on the Cairo declaration and Postdam Proclamation, the instrument of surrender of Japan, the San Francisco Peace Treaty and the Treaty of Peace between the Republic of China (Taiwan) and Japan.

        The Diaoyutai Islands are part of the sovereign territory of the ROC. As a responsible partner of the international community, Taiwan is willing to work with all parties concerned to restore peace. President Ma, Ying-jeou has proposed the East China Sea Peace Initiative in an effort to resolve the Diaoyutai dispute peacefully, based on the principal of "safeguarding sovereignty, resolving disputes, reciprocity and promoting joint exploration and development".

        The government and people of the ROC are committed to peace and stability in the region and hope that Japan and all parties concerned are willing to work together to dissolve this dispute.
